Why we convene
The Charles L. Shor Foundation believes meaningful change rarely happens in isolation. Across its areas of focus, the Foundation seeks to bolster people, expand opportunities, improve outcomes, and support lasting community impact. This requires more than disconnected programs or one-time funding.
In many cases, the right pieces already exist. Strong organizations, trusted leaders, practical expertise, community relationships, and committed funders may all be working toward related goals, but not always in a coordinated way. Too often, good efforts operate independently, limiting their ability to make a larger impact.
The Foundation convenes to help connect these pieces. Its goal is to bring the right partners together around a clear opportunity, clarify roles, align resources, and support coordinated action that can lead to measurable results.
Collaboration is most valuable when it moves beyond conversation and helps build something useful, sustainable, and capable of improving lives.
What we mean by “coalition”
For the Foundation, a coalition is not simply a group of organizations that care about the same issue. A coalition is a working partnership organized around a shared goal, clear roles, and a practical path to execution.
This may include nonprofit organizations, community leaders, public agencies, institutions, funders, subject-matter experts, and other partners whose capabilities are essential to the work. Each partner plays a distinct role, bringing expertise, trust, access, funding, implementation capacity, or direct understanding of the people and communities being served.
Why coalitions matter
Many of the challenges in education and workforce development are not caused by a lack of effort, but they are made harder by fragmentation. Schools, training providers, employers, funders, nonprofit educations and public agencies may each be doing meaningful work, but often within separate funding streams, compliance requirements, institutional priorities, and program models. Over time, this can lead each organization to build its own solution rather than contributing to a stronger shared approach.
The resulting fragmentation is not necessarily intentional, but the result is the same – strong efforts operating in silos with limited coordination across the broader systems leading to reduced collective impact.
Coalitions help move the work from isolated activity to shared design. When partners align around a common outcome, they can reduce duplication, clarify roles, connect handoffs, and build solutions that are more durable than any single effort acting alone.
The goal is for each partner to contribute its expertise to create something collectively greater than any one organization could build alone.
Charles L. Shor Foundation’s Role
The Charles L. Shor Foundation plays a catalytic role in the work it supports by identifying excellent partners, providing meaningful funding, and helping align people, resources, and strategy around measurable, lasting outcomes.
In some cases, the Foundation may serve as an anchor funder for legacy programs that reflect Charlie Shor’s values, family commitments, and long-term philanthropic priorities. In others, the Foundation may serve as both funder and strategic convener — helping clarify the opportunity, bringing the right partners to the table, pressure-testing assumptions, and supporting the design of practical solutions.
The Foundation prioritizes funding that helps promising work get started, ramp up, or reach a more effective stage of execution. At the same time, it values sustainability planning and expects partners to consider additional funding avenues, institutional support, earned revenue, or other long-term structures that will help the work continue beyond the Foundation’s initial investment.
At its best, the Foundation helps turn shared intent into coordinated action — anchoring important work, connecting excellent partners, and supporting efforts that strengthen people, expand opportunity, and create lasting impact.
